Initiatives in support of strict, 30 km/h speed limits along roads crucial to traffic flow are controversial. The canton of Lucerne therefore commis-sioned us to compile the scientific basis, conduct location-specific eval-uations, gather experience in the canton and prepare the results. We produced a report for the administration and comprehensible fact sheets for the public. This provided the canton with a value-neutral basis to objectify the political discussion.
